Trois jours apr\u00e8s les affrontements arm\u00e9s qui ont secou\u00e9 la Guin\u00e9e-Bissau, le pr\u00e9sident Umaro Sissoco Embalo a annonc\u00e9 lundi la dissolution du Parlement\u00a0domin\u00e9 par l’opposition, sans pr\u00e9ciser le calendrier des futures \u00e9lections l\u00e9gislatives.<\/strong><\/p>\n

Le pr\u00e9sident bissau-guin\u00e9en\u00a0Umaro Sissoco Embalo<\/a>\u00a0a d\u00e9cid\u00e9 de dissoudre,\u00a0lundi 4 d\u00e9cembre, le Parlement domin\u00e9 par l’opposition. Une annonce qui intervient\u00a0trois jours apr\u00e8s des affrontements arm\u00e9s<\/a>\u00a0que le dirigeant\u00a0qualifie de \u00ab\u00a0tentative de coup d’\u00c9tat\u00a0\u00bb<\/a>.<\/p>\n

\u00ab\u00a0La date des prochaines \u00e9lections l\u00e9gislatives sera fix\u00e9e le moment opportun, conform\u00e9ment aux dispositions (…) de la Constitution\u00a0\u00bb, dit un d\u00e9cret pr\u00e9sidentiel communiqu\u00e9 \u00e0 la presse.<\/p>\n

Le pr\u00e9sident Embalo invoque la \u00ab\u00a0complicit\u00e9\u00a0\u00bb entre la Garde nationale, le corps impliqu\u00e9\u00a0dans les affrontements avec la Garde pr\u00e9sidentielle<\/a>\u00a0jeudi soir et vendredi, et \u00ab\u00a0certains int\u00e9r\u00eats politiques au sein m\u00eame de l’appareil d’\u00c9tat\u00a0\u00bb. \u00ab\u00a0Apr\u00e8s cette tentative de coup d’\u00c9tat men\u00e9e par la Garde nationale et devant les preuves fortes de l’existence de complicit\u00e9s politiques, le fonctionnement normal des institutions de la R\u00e9publique est devenu impossible. Ces faits confirment l’existence d’une grave crise politique\u00a0\u00bb, dit-il.<\/p>\n

Fractures politiques profondes au c\u0153ur de l’\u00c9tat<\/h2>\n

La\u00a0Guin\u00e9e-Bissau<\/a>\u00a0\u00e9volue dans une instabilit\u00e9 politique chronique et a connu depuis son ind\u00e9pendance du Portugal en 1974 une kyrielle de coups de force, le dernier en f\u00e9vrier 2022.<\/p>\n

Des \u00e9l\u00e9ments de la Garde nationale ont fait irruption jeudi soir dans les locaux de la police judiciaire pour en extraire le ministre de l’\u00c9conomie et des Finances, Souleiman Seidi, et le secr\u00e9taire d’\u00c9tat au Tr\u00e9sor public, Antonio Monteiro, qui y \u00e9taient interrog\u00e9s. Puis ils se sont mis \u00e0 l’abri dans un camp militaire de la capitale Bissau, et ont r\u00e9sist\u00e9 jusqu’\u00e0 vendredi matin par les armes.<\/p>\n

Les affrontements, qui ont fait au moins deux morts, illustrent une nouvelle fois\u00a0les fractures politiques profondes au c\u0153ur de l’\u00c9tat entre la pr\u00e9sidence et le gouvernement, et qui traversent aussi les forces de s\u00e9curit\u00e9.<\/p>\n

La Garde nationale rel\u00e8ve essentiellement du minist\u00e8re de l’Int\u00e9rieur, donc du gouvernement, lui-m\u00eame \u00e9manation du Parlement domin\u00e9 par l’opposition. Le parquet, qui a ordonn\u00e9 l’interpellation des deux membres du gouvernement, r\u00e9pond \u00e0 la pr\u00e9sidence.<\/p>\n

Les l\u00e9gislatives de juin 2023 ont donn\u00e9 la majorit\u00e9 absolue \u00e0 une coalition constitu\u00e9e autour de l’historique Parti africain pour l’ind\u00e9pendance de la Guin\u00e9e et du Cap-Vert (PAIGC), vieil adversaire du pr\u00e9sident.\u00a0Umaro Sissoco\u00a0Embalo, qui dirige le pays depuis 2020, s’est retrouv\u00e9 condamn\u00e9 \u00e0 la cohabitation avec le gouvernement.<\/p>\n

\u00ab\u00a0Passivit\u00e9\u00a0\u00bb du gouvernement<\/h2>\n

Dans son d\u00e9cret, le pr\u00e9sident d\u00e9nonce la \u00ab\u00a0passivit\u00e9 du gouvernement\u00a0\u00bb face aux \u00e9v\u00e9nements. Il assure que le but de la Garde nationale, en cherchant \u00e0 lib\u00e9rer les deux membres du gouvernement, \u00e9tait d’entraver les investigations diligent\u00e9es par le parquet.<\/p>\n

Les deux membres du gouvernement avaient \u00e9t\u00e9 plac\u00e9s en garde \u00e0 vue jeudi et interrog\u00e9s \u00e0 propos d’un retrait de dix millions de dollars des caisses de l’\u00c9tat. L’affaire avait \u00e9t\u00e9 abord\u00e9e auparavant au Parlement.<\/p>\n

Le pr\u00e9sident Embalo accuse le Parlement d’avoir \u00ab\u00a0pr\u00e9f\u00e9r\u00e9 d\u00e9fendre des membres de l’ex\u00e9cutif soup\u00e7onn\u00e9s d’actes de corruption portant gravement atteinte aux int\u00e9r\u00eats sup\u00e9rieurs de l’\u00c9tat\u00a0\u00bb plut\u00f4t que de \u00ab\u00a0lutter pour l’application rigoureuse de la loi (…) et d’exercer son r\u00f4le de contr\u00f4le des actes du gouvernement\u00a0\u00bb.\u00a0Umaro Sissoco\u00a0Embalo avait pr\u00e9venu samedi que les troubles auraient de \u00ab\u00a0lourdes cons\u00e9quences\u00a0\u00bb.<\/p>\n","protected":false},"excerpt":{"rendered":"
