Il pr\u00e9cise que M. Tour\u00e9 confond le Programme de D\u00e9veloppement Simandou 2040 avec le Projet Minier Simandou, une distinction fondamentale que l\u2019ancien Premier ministre devrait comprendre, compte tenu de ses comp\u00e9tences d\u2019\u00e9conomiste et d\u2019homme d\u2019\u00c9tat.<\/p>\n<p><strong>Distinction entre le Programme Simandou 2040 et le Projet Minier Simandou<\/strong><\/p>\n<p>Le Programme Simandou 2040 :<br \/>\nCe programme est un plan de d\u00e9veloppement socio-\u00e9conomique durable et inclusif, destin\u00e9 \u00e0 promouvoir la prosp\u00e9rit\u00e9 en Guin\u00e9e sur les 15 prochaines ann\u00e9es. Il int\u00e8gre des initiatives pour r\u00e9pondre aux aspirations du peuple dans des secteurs cl\u00e9s comme l\u2019agriculture, l\u2019\u00e9ducation, et les infrastructures. Ce programme est non lucratif et vise la transformation structurelle du pays.<\/p>\n<p>Le Projet Minier Simandou :<br \/>\nIl s\u2019agit d\u2019un projet d\u2019extraction de minerai de fer, comprenant quatre blocs situ\u00e9s entre K\u00e9rouan\u00e9 et Beyla, d\u00e9tenus par Rio Tinto et WCS. Sidya Tour\u00e9<\/strong><\/p>\n<p>Le DG des Projets Miniers souligne que sugg\u00e9rer d\u2019abandonner l\u2019exploitation mini\u00e8re au profit de l\u2019agriculture sans une \u00e9tude comparative des taux de profitabilit\u00e9 de ces secteurs rel\u00e8ve d\u2019un raisonnement insuffisant. Il invite M. Tour\u00e9 \u00e0 produire ou \u00e0 commander une analyse \u00e9conomique s\u00e9rieuse avant de tirer de telles conclusions.<\/p>\n<p>Exemples internationaux : M\u00eame un pays \u00e0 fort potentiel agricole comme la C\u00f4te d\u2019Ivoire cherche \u00e0 diversifier son \u00e9conomie vers le secteur minier. La Guin\u00e9e, riche en ressources naturelles, ne peut se permettre de n\u00e9gliger l\u2019un ou l\u2019autre secteur. Le Programme Simandou 2040 int\u00e8gre l\u2019agriculture comme une composante prioritaire, montrant une vision \u00e9quilibr\u00e9e entre exploitation mini\u00e8re et d\u00e9veloppement agricole.<\/p>\n<p><strong>Probl\u00e9matiques de la transformation locale des ressources<\/strong><\/p>\n<p>Le DG note que les d\u00e9clarations de M. Tour\u00e9 sur la n\u00e9cessit\u00e9 de la transformation sur place des mati\u00e8res premi\u00e8res manquent de pr\u00e9cisions concr\u00e8tes :<\/p>\n<p>La construction d\u2019une raffinerie d\u2019alumine n\u00e9cessite une \u00e9nergie stable et abondante. Faut-il envisager des barrages, des installations solaires, ou recourir au charbon ?
