Face \u00e0 la circulaire en date du 30 juin 2025 \u00e9mise par la Haute Autorit\u00e9 de la Communication (HAC) sur l\u2019exercice des m\u00e9dias Web en Guin\u00e9e, l\u2019Union Nationale des T\u00e9l\u00e9s Web de Guin\u00e9e (UNATEWEB GUI) a officiellement r\u00e9agi \u00e0 travers une d\u00e9claration empreinte de responsabilit\u00e9, de mod\u00e9ration et d\u2019esprit r\u00e9publicain.<\/p>\n<p><a href=\"https:\/\/vericomguinee.com\/wp-content\/uploads\/2025\/07\/IMG-20250702-WA0053-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7647\" src=\"https:\/\/vericomguinee.com\/wp-content\/uploads\/2025\/07\/IMG-20250702-WA0053-1-300x147.jpg\" alt=\"\" width=\"300\" height=\"147\" srcset=\"https:\/\/vericomguinee.com\/wp-content\/uploads\/2025\/07\/IMG-20250702-WA0053-1-300x147.jpg 300w, https:\/\/vericomguinee.com\/wp-content\/uploads\/2025\/07\/IMG-20250702-WA0053-1-1024x501.jpg 1024w, https:\/\/vericomguinee.com\/wp-content\/uploads\/2025\/07\/IMG-20250702-WA0053-1-768x376.jpg 768w, https:\/\/vericomguinee.com\/wp-content\/uploads\/2025\/07\/IMG-20250702-WA0053-1.jpg 1280w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Dans un contexte de r\u00e9gulation progressive des nouveaux m\u00e9dias num\u00e9riques, l\u2019UNATEWEB GUI prend acte de la note circulaire sans adopter une posture conflictuelle. Cette attitude marque la volont\u00e9 de l\u2019union de rester dans un cadre l\u00e9gal tout en appelant \u00e0 une concertation inclusive.<\/p>\n<p>L\u2019union rappelle qu\u2019elle existe depuis plusieurs ann\u00e9es, f\u00e9d\u00e9rant des professionnels engag\u00e9s dans l\u2019information, l\u2019\u00e9ducation, la culture et le d\u00e9veloppement \u00e0 travers les plateformes num\u00e9riques. Ce rappel n\u2019est pas anodin : il vient souligner que les Web TV ne sont pas un ph\u00e9nom\u00e8ne spontan\u00e9 ou incontr\u00f4l\u00e9, mais un maillon structur\u00e9 du paysage m\u00e9diatique guin\u00e9en.<\/p>\n<p>En appelant l\u2019ensemble de ses membres \u00e0 respecter la note circulaire de la HAC, l\u2019Union adopte une posture apaisante et d\u00e9montre sa capacit\u00e9 d\u2019auto-r\u00e9gulation. Cela \u00e9vite une confrontation directe avec les autorit\u00e9s tout en renfor\u00e7ant la cr\u00e9dibilit\u00e9 de l\u2019Union comme interlocuteur s\u00e9rieux.<\/p>\n<p>La d\u00e9claration informe que des contacts sont d\u00e9j\u00e0 \u00e9tablis avec le SPPG (Syndicat des Professionnels de la Presse de Guin\u00e9e), dans l\u2019optique d\u2019ouvrir une s\u00e9rie de rencontres institutionnelles. Cette coordination syndicale donne du poids \u00e0 l\u2019action de l\u2019Union, qui ne veut pas \u00eatre marginalis\u00e9e dans les discussions sur la r\u00e9glementation.<\/p>\n<p>L\u2019Union rappelle \u00e0 juste titre que les Web TV sont des outils d\u2019expression populaire, de participation citoyenne et de rayonnement culturel. En effet, dans un pays o\u00f9 les m\u00e9dias traditionnels restent souvent centralis\u00e9s, les Web m\u00e9dias ont permis une d\u00e9mocratisation de la parole et un acc\u00e8s rapide \u00e0 l\u2019information locale, surtout aupr\u00e8s de la jeunesse.<\/p>\n<p>Le c\u0153ur du message r\u00e9side dans l\u2019appel \u00e0 un cadre juridique clair, \u00e9quitable et adapt\u00e9 aux r\u00e9alit\u00e9s num\u00e9riques. L\u2019Union plaide pour une r\u00e9glementation qui prenne en compte la sp\u00e9cificit\u00e9 des m\u00e9dias Web, souvent port\u00e9s par des jeunes entrepreneurs, dans un contexte de faible soutien institutionnel.<\/p>\n<p>La derni\u00e8re partie de la d\u00e9claration insiste sur l\u2019ouverture de l\u2019Union \u00e0 toutes les d\u00e9marches visant la structuration et la reconnaissance l\u00e9gale des Web TV. C\u2019est un message fort \u00e0 l\u2019adresse de la HAC, mais aussi du gouvernement, pour que les d\u00e9cisions \u00e0 venir soient co-construites avec les acteurs du secteur.<\/p>\n<p>L\u2019Union Nationale des T\u00e9l\u00e9s Web de Guin\u00e9e, \u00e0 travers cette d\u00e9claration, montre une maturit\u00e9 institutionnelle rare dans un secteur encore \u00e9mergent. Elle \u00e9vite le bras de fer, tout en posant les jalons d\u2019un dialogue constructif et n\u00e9cessaire sur l\u2019avenir des m\u00e9dias num\u00e9riques en Guin\u00e9e.
