vericomguinee.com Conakry \u2013 \u00c0 l\u2019approche du r\u00e9f\u00e9rendum constitutionnel pr\u00e9vu le 21 septembre prochain, la Haute Autorit\u00e9 de la Communication (HAC) a tenu une r\u00e9union strat\u00e9gique ce mercredi 27 ao\u00fbt 2025 avec les responsables des m\u00e9dias et des associations de presse. Objectif : baliser les conditions d\u2019une couverture m\u00e9diatique \u00e9quitable, l\u00e9gale et responsable tout au long de la campagne.<\/strong><\/p>\n

\"\"<\/a>\"\"<\/a>Boubacar Yacine Diallo, pr\u00e9sident de la HAC, a mis en avant les principes fondamentaux qui doivent guider les organes de presse durant cette p\u00e9riode sensible : \u00e9quit\u00e9 d\u2019acc\u00e8s, neutralit\u00e9, et respect de la loi. \u00ab La campagne ne doit pas \u00eatre personnalis\u00e9e, elle doit porter sur les tendances d\u2019opinion et le contenu de la Constitution, pas sur des individus ou des institutions \u00bb, a-t-il d\u00e9clar\u00e9.<\/p>\n

Acc\u00e8s \u00e9quitable pour toutes les opinions… dans le cadre l\u00e9gal<\/p>\n

Mettant l\u2019accent sur l\u2019\u00e9galit\u00e9 de traitement entre les diff\u00e9rents courants, M. Diallo a rappel\u00e9 que les m\u00e9dias \u2013 qu\u2019ils soient publics ou priv\u00e9s \u2013 ont l\u2019obligation de garantir un acc\u00e8s \u00e9quitable aux entit\u00e9s d\u00e9sireuses de s\u2019exprimer dans le respect de la l\u00e9galit\u00e9. \u00ab Si un courant d\u2019opinion souhaite se faire entendre, il doit pouvoir le faire, \u00e0 condition qu\u2019il soit l\u00e9galement reconnu \u00bb, a-t-il insist\u00e9.<\/p>\n

Il a cependant fermement averti contre toute prise de parole publique accord\u00e9e aux partis politiques ou structures interdites de fonctionnement. \u00ab Donner la parole \u00e0 une entit\u00e9 en conflit avec la loi constitue une infraction. Si vous donnez la parole, ce ne peut \u00eatre qu\u2019\u00e0 des individus, \u00e0 titre de citoyens, et non en tant que repr\u00e9sentants de structures interdites \u00bb, a-t-il averti, exhortant les journalistes \u00e0 faire preuve d\u2019une vigilance accrue.<\/p>\n

Pas d\u2019\u00e9missions interactives sur le r\u00e9f\u00e9rendum<\/p>\n

Un autre point de vigilance soulev\u00e9 par le pr\u00e9sident de la HAC concerne les \u00e9missions interactives. Selon lui, les m\u00e9dias ne doivent pas traiter les sujets de campagne dans ce format, sous peine de poursuites judiciaires : \u00ab Si vous le faites, vous vous retrouverez face au procureur \u00bb, a-t-il averti sans ambages.<\/p>\n

M\u00e9dias en ligne : entre opportunit\u00e9 et responsabilit\u00e9<\/p>\n

S\u2019adressant aux acteurs de la presse en ligne, Boubacar Yacine Diallo a clarifi\u00e9 leur statut. Les sites d’information r\u00e9guli\u00e8rement constitu\u00e9s peuvent librement diffuser du contenu audio-visuel. En revanche, s\u2019ils adoptent un format Web TV, cela change leur statut juridique. \u00ab Une Web TV n\u2019est pas autoris\u00e9e \u00e0 couvrir des \u00e9v\u00e9nements officiels ou publics \u00bb, a-t-il soulign\u00e9.<\/p>\n

Le pr\u00e9sident de la HAC a \u00e9galement mis en garde contre les risques li\u00e9s \u00e0 la cybers\u00e9curit\u00e9 pour les m\u00e9dias en ligne : \u00ab Si vous commettez une faute, elle vous engage personnellement. La loi sur la cybers\u00e9curit\u00e9 s\u2019appliquera, et nous ne pourrons pas vous couvrir. \u00bb<\/p>\n

Vers une r\u00e9glementation formalis\u00e9e de la couverture m\u00e9diatique<\/p>\n

La HAC pr\u00e9voit de publier tr\u00e8s prochainement deux d\u00e9cisions officielles pour encadrer la couverture m\u00e9diatique par les m\u00e9dias publics et priv\u00e9s pendant cette phase r\u00e9f\u00e9rendaire. Le but affich\u00e9 est de garantir une campagne apais\u00e9e et respectueuse des institutions, en interdisant toute d\u00e9claration susceptible de nuire \u00e0 l\u2019ordre public ou de remettre en cause la l\u00e9gitimit\u00e9 des institutions.<\/p>\n
