Mais une question demeure : cette aide suffira-t-elle \u00e0 reconstruire une vie familiale et scolaire normale ?<\/strong><\/p>\n

\"\"<\/a>\u00c0 l\u2019approche de la rentr\u00e9e scolaire et universitaire, les familles sinistr\u00e9es de Dar-es-Salam sont confront\u00e9es \u00e0 une nouvelle urgence. Apr\u00e8s 36 jours pass\u00e9s dans des \u00e9tablissements scolaires transform\u00e9s en centres d\u2019accueil, elles doivent d\u00e9sormais lib\u00e9rer les lieux afin de permettre aux \u00e9coles de reprendre leur fonction premi\u00e8re.
\nC\u2019est dans ce contexte que Lance\u00ef Tour\u00e9, directeur g\u00e9n\u00e9ral de l\u2019Agence nationale de gestion des urgences et catastrophes humanitaires (ANGUCH), a annonc\u00e9 une enveloppe globale de 21 millions de francs guin\u00e9ens par chef de famille, vers\u00e9e en deux tranches : 10 millions dans un premier temps, puis 11 millions dans les dix jours suivants. Selon le DG de l\u2019ANGUCH, cette somme correspond \u00e0 six mois de loyer calcul\u00e9s sur une base de 3,5 millions de francs guin\u00e9ens par mois.<\/p>\n

Locataires ou concessionnaires : la question reste pos\u00e9e
\n\u00c0 Dar-es-Salam, le recensement effectu\u00e9 par l\u2019ANGUCH fait \u00e9tat de 115 concessionnaires et 511 locataires. Cette distinction alimente une interrogation importante autour du dispositif : les 21 millions constituent-ils une aide au relogement pour chaque chef de famille, quel que soit son statut, ou r\u00e9pondent-ils \u00e0 une logique diff\u00e9rente selon que l\u2019on est concessionnaire ou locataire ?
\nL\u2019ANGUCH pr\u00e9sente officiellement cette enveloppe comme un appui financier destin\u00e9 \u00e0 faciliter le relogement.<\/p>\n

Et les enfants ?
\nAu-del\u00e0 du logement, l\u2019autre grande pr\u00e9occupation concerne les enfants.
\nLes familles ont \u00e9t\u00e9 h\u00e9berg\u00e9es dans des \u00e9coles qui doivent d\u00e9sormais \u00eatre lib\u00e9r\u00e9es \u00e0 l\u2019approche de la rentr\u00e9e. Lance\u00ef Tour\u00e9 a indiqu\u00e9 que les \u00e9tablissements concern\u00e9s seront remis en \u00e9tat apr\u00e8s leur lib\u00e9ration, avec notamment des op\u00e9rations de nettoyage, de d\u00e9sinfection et de r\u00e9habilitation des installations.
\nMais pour les familles d\u00e9plac\u00e9es, le probl\u00e8me ne se limite pas \u00e0 rendre les salles de classe disponibles.<\/p>\n

Certains enfants fr\u00e9quentaient des \u00e9tablissements proches de leurs anciennes habitations. Avec le d\u00e9placement des familles, certains pourraient devoir changer d\u2019\u00e9cole ou parcourir de plus grandes distances. Des t\u00e9moignages recueillis aupr\u00e8s des sinistr\u00e9s font d\u00e9j\u00e0 \u00e9tat de difficult\u00e9s li\u00e9es \u00e0 la scolarisation des enfants.

\nLa fin de l\u2019h\u00e9bergement d\u2019urgence ouvre ainsi une nouvelle \u00e9tape, mais aussi une nouvelle p\u00e9riode d\u2019incertitude.<\/p>\n

Lors de la sortie des centres, le porte-parole des sinistr\u00e9s, Issiaga Cont\u00e9, a exprim\u00e9 cette inqui\u00e9tude : certaines familles quittent les \u00e9coles sans savoir pr\u00e9cis\u00e9ment o\u00f9 elles vont s\u2019installer.
\nLe gouvernement, \u00e0 travers l\u2019ANGUCH, a donc engag\u00e9 une premi\u00e8re r\u00e9ponse financi\u00e8re. Mais sur le terrain, les questions demeurent : o\u00f9 se reloger \u00e0 Conakry ? Comment assurer la rentr\u00e9e scolaire ? Comment maintenir les enfants dans leurs \u00e9tablissements ? Et que restera-t-il de ces 21 millions une fois le logement pay\u00e9 ?<\/p>\n

\u00c0 Dar-es-Salam, la page de l\u2019h\u00e9bergement d\u2019urgence se tourne. Celle du relogement durable, de la scolarisation des enfants et de la reconstruction des familles ne fait, elle, que commencer.<\/p>\n
